Put ghee and refined flour in a broad non-stick pan, mix well and cook on a medium flame till light brown for 3 to 4 minutes, while stirring continuously. Add milk to bind the mixture together.
Transfer the mixture into a large plate, cool for at least 10 minutes.
Add the sugar and cardamom powder and mix gently with your hands. The mixture should bind like a dough.
Rest for 10 minutes.
Divide the mixture into 2 portions.
Roll each portion into a ball and then flatten it slightly in between your palms. Form a depression in the centre, put one strand of saffron (dipped in milk) on top of peda for better presentation.
Serve the peda or store in an air-tight container and refrigerate it till serving.
