Mix together the flour, garlic powder and yeast in a bowl.
Create a well and pour in the warm water and stir to form a dough.
Knead the dough for 5 minutes or until smooth then place in a lightly oiled bowl, cover and allow to prove for 1 hour.
Meanwhile, heat oil in a pan and add the onions, garlic, and black pepper and soften for 5 minutes.
Stir in the poppy seeds and remove the pan from the heat and set aside.
Once proved divide the dough into 8 equal portions and shape into balls.
Press down the centre of each ball to create a dent. Pick up and spin slowly through your hands so the dough in the centre becomes thinner, ensuring not to rip the centre.
Repeat this process for all 8 balls.
Place all the bialys onto a baking tray and evenly distribute the filling into the centre of each one.
Bake for 20 minutes or until golden brown.
